Thanks, that was the idea i had as well. I guess i can capture the wms =
layer as a raster image and open it in a GIS program, as a base map.  =
I'll give it a go,

  You can certainly display other layers on top of a WMS layer, and =
apply labels like that.  You can't "modify" it in the sense that you =
send a request and you get back an image produced by the remote server, =
but once you get that image it's yours to do whatever you like with it.  =
It's common for WMS layers to be used as basemaps with other annotation =
and data layers on top of them.
