As of WMS 1.1.0, the content type for a GetCapabilities response is
application/vnd.ogc.wms_xml for a GetCapabilities response.  So unless your
web browser knows how to handle this content type (i.e. file associations)
you'll be prompted to download or open.

Alot of people ask 'why -- it's just an XML document?'.  The reasoning
behind this is so that, seeing that everyone and their dog is writing
dialects of XML in their services, they could be easily recognizable by the
content type and be pushed off to specific applications through file
associations.

This way, with WMS as an example, I could configure GetCapabilities
responses to open up in Notepad, and GetFeatureInfo
(application/vnd.ogc.gml) with XML Spy or something.
