[Mapserver-users] No scalebar, legend, or ref map images when I use 4.0

If I use 4.0 instead of 3.6.3 no legend, reference map, or scalebar images 
are created. The template still returns paths to where they should be, but 
the images never get written out. I've looked through the documented changes 
and don't see anything that explains it. What am I missing?
