I wrote a small class for this. Let me clean it up a bit and I'll send 
you the stuff via pm. (It's full of german comments and lot's of 
things, that I needed im my special case...)

I'm not sure if it makes a difference to get the coordinates out of a 
textfile instead of a mysql-table. I assume, the mapserver cgi can do 
none of this. So you'll still have to install Python (or whatever) 
Mapscript and code the functionality you need, if you want to create 
dynamic layers on the fly...
