Natural Resources Canada has these at http://airphotos.nrcan.gc.ca -
they're not cheap (even in Canadian dollars).  I don't think they
offer bulk sales, for, say, an entire province or the whole country.
But they're the folks to ask.

Does anyone know of a place where I can find the Canadian version of
the usgs DOQQ (it such a thing exist)?

Also, is the any where I can get a shape file of sections and
quarter-sections?
