I do not see input type tiff enabled. This is not a problem with GDAL.
 
I think you are going to have to compile yourself with TIFF enabled.
 
Would you want to compile this yourself? It has become fairly easy to do
this in mapserver 4. 
 
I do have a mapserv with input tiff enabled if you want to try...

I updated the mapserver from ms36 to ms40 (Win2000) and *some* tiffs are not
shown anymore. I use tiffs with 256 colors. Now, the grayscale tiffs are v!
isible, the colormapped are not. If the grayscale tiffs are visible, the
color of the shape-polygons are not as set in the map file!

 

 

Using ms4 and linux, all tiffs are shown without any problems.

 

 

Maybe there is a problem with a GDAL/GD  in the windows version of mapserver
4? I tried the  <http://mapserver.gis.umn.edu/win32bin/ms40_png_pg.zip>
ms40_png_pg.zip and  mapserver-4.0-win32-php4.3.2.zip.
