MapServer cannot be made an Apache DSO directly. However if you
compile/install PHP as an Apache DSO, then php_mapscript.so which is
loaded by PHP is indirectly loaded into Apache.

There are instructions to compile PHP as a DSO on the PHP website. The
MapServer part doesn't change.
