Isaac,
You might find install instructions for your flavour of linux on the
MapServer wiki at
http://mapserver.gis.umn.edu/cgi-bin/wiki.pl?MapServerCompilation.
Also, for windows, there is a package called MS4W
(http://www.maptools.org/ms4w/index.phtml) where all you do is unzip to
the root of a drive, start the apache web server included in it, and
mapserver is ready to use.
