Hi Michael, welcome to php. 
Since you say you're just starting to learn, can I suggest you just get 
comfortable with php first.  In the case of your question, it would good 
if you already knew how to process php forms in general.  Then when you've 
got that under your belt, dive into applying it to mapserver.  It may help 
- it may not :)
