Yes, that section isn't quite finish.  If you want to continue, check
Steve Lime's workshop materials at the first MUM--it's at 
http://mapserver.gis.umn.edu/mum/workshops/advanced.zip.  The online
demo is at http://maps.dnr.state.mn.us/mapserver_demos/workshop/.
