Matt,

You should address such questions to the mapserver-users list.  The 
collective
knowledge is broader and deeper than mine.

Where to start?  Teach yourself how to write CGI programs with Perl, 
Python, or Ruby.
Or learn to use mod_perl, mod_python if your ISP has these.  Then 
follow the
mapscript module build instructions in the mapscript/perl, /python, 
/ruby directories.
Ask on the list for more help if needed.
