[Mapserver-users] WMS Question

I posted a question about WMS and character URI encoding.
I received no response so I'm guessing no one has any suggestions.

I have done some searching on google and haven't found anything to help.

I would greatly appreciate it, if someone knows of any documents or 
otherwise, if they would point me in a particular direction.

I find it odd that the string is truncated at a ":" instead of encoding 
it, or just passing it along as is.
