The missing DLL can also be found here : www.dll-files.com/dllindex/dll-files.shtml?msvcr71
I think it's a DLL relate to .net framework

Brent, 

You may want to try the binaries from DM Solutions instead.  I recently tried the ones from UMN at the URL below and got an error related to a missing dll.  

I grabbed the files from:  http://www.maptools.org/php_mapscript/index.phtml?page=downloads.html  and they worked with no problems.

Hi Brent,
 
You have installed the Mapserver with Oracle support.  If you don't have Oracle installed, this error is normal. You should download and install the standard mapserver binary for windows (http://hypnos.cbs.umn.edu/projects/downloads/ms42pg.zip)

	Hello All,
	 
	I am installing MapServer 4.2 onto a Windows 2000 Professional Machine with
	IIS 5.0 and I keep getting an error when I try to do the mapserv -v option -
	The error is OCI.dll could not be found in the specified path.
	I believe this DLL has to do with Oracle which I do not own nor have installed.
	Can anyone help?
