BTW your Filter does not make any sense.

<Filter><Within><PropertyName>cities/NAME</PropertyName></Within></Filter>

Within is a spatial filter and should always have a gml:Box element inside.

You cannot perform a Within filter on a non-spatial column like NAME in
your example.
