Hi,

the GetCapabilities interface is the main interface of any OGC webservice.
It is a request to the service.

Try the following type of request on your mapserver:

http://localhost:81/cgi-bin/mapserv.exe?map=/ms4w_20/apps/general/map/gemeentes.map&SERVICE=WFS&VERSION=1.0.0&request=GetCapabilities
