[Mapserver-users] free map server/mapping hundreds of addresses on a webpage

In ArcView 3.x you can use "add event theme" and then "save as shapefile"
In ArcMap you can use "add xy data" and then export the data as a shapefile

I'm not sure of any non-ESRI utilities.

a shapefile?
