Yes this is possible in the mapfile. There are a number of options for
patterm matching in your CLASS EXRESSION.  See:
http://mapserver.gis.umn.edu/doc40/mapfile-reference.html#class
for the exact syntax but it would be something like:
"[product] = ** AND [state] = 1"
