  I guess I understood the suggestion, but in that case I would have two
layers, right?
  If I have only one group then your suggestion works great for me. If
not it doesn't work.
  The problem is that I turn layers on and off in may app using the
group name. If I have two layers with the same name there is the chance
that I set one off and the other one is still on.
  I had to set two groups on a layer because there it kind of belongs to
two different groups...
  But I solved the problem, but not in the smartest way, but solved. If
there is a smartest way tell me please.

I'm not sure if you understood my suggestion. Create a new layer
identical to the first layer except for the GROUP name. The layer will
be included in both groups.

LAYER
  NAME "layer_one"
  GROUP "group_one"
  ...

END

LAYER
  NAME "layer_one"
  GROUP "group_two"
  ...
END
