loading mapscript in java error

Problem was that the msGMLWriteQuery function didn't have
the necessary non-OWS stub:

   http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1046

Will you pick up the patched mpagml.c file attached to bug
1046 and try it out with the 4.4.0 beta2?
