labeling map in regional language

Hello ,
    i am working upon a GIS project using PHP-mapscript and mapserver in windows
environment.
    But the problem is my task ask me to label the map ,which is ofcourse
genetated by mapserver,in regional language.Though i tried it by converting the
names of the districts of the map,which are at first written in english to the
regional language,in the shape(.mdf file)file.But it donot work,rather generate
error.

   Please help me in solving this problem.
