GPS Convert

Okay I have a map of Phoenix with the following extents..

382487.530826 833318.888530 497485.329577 1017509.008264
using projection... NAD83 / Arizona Central (ft)

The map renders fine that isn't the problem but I want to know what it takes
to get a point on the map using GPS coordinates.. (e.g. 33:32:33N 112:04:17W)
I have searched for the answer for a while now and the only thing I find is
saying to make a new layer and feature with different projection settings...

This is not working.  Help please...
