WMS_client image format problems

Hi,
the capabilties request
http://192.168.23.151/mapserv.cgi?map=/home/geoway/geoway.map&WMTVER=1.0.0&REQUEST=capabilities
does not return anything but a "timed out..."

Maybe the server you try to access is just not available.
