Windows/Makefile/Java-Mapscript

Hallo

I think somebody asked for a Windows-Makefile to
generate the mapscript.dll and the Java-files for
Java-Mapscript.

Merging  "Makefile.vc for C#" and "Makefile.in for
Java" resulted in the attached Makefile.
