Chris, 

The GDAL source distribution includes a tigerpoly.py script
that will form polygons from tiger data.  Basically the issue with
TIGER data via OGR is that OGR gives a very literal view of the
tiger data and you need to form the polygons yourself.

I understand Schyuler (author of Mapping Hacks: http://mappinghacks.com)
has also written a similar script that loads the data into PostGIS and
does some additinoal transformations on it.
