LAYERS parameter on WMS GetFeatureInfo

For WMS 1.1.1, LAYERS is a REQUIRED parameter of the GetMap request (see
section 7.2.2, table 8).  See also section 7.3.3.4 on the explanation on
how most of the GetMap parameters are repeated in a GetFeatureInfo
request.
