How to create a .shp

You'll get lots of answers on this, but I've found that (since I'm good
at RDBMS and not at GIS), I've had good luck with taking the data, loading
it into PostGIS and then using psql2shp to pull it back out.

I've found I can manipulate it pretty easily there, and when it comes out,
its nice ans speedy.
