You want the records in your dbf to be in order of increasing
population.  MapServer will label records at the bottom of your dbf
first.  To do this, you have to physically sort the records by
population (ascending order).  There are a number of scripts to do this.
If you're looking for an SERI solution, search Arc Scripts for 'sort
dbf'.
