Performance: TIF vs. Vector layer

Luca -

This will depend a lot on the information you are using.  The simpler
the data is, the better the vector solution will be.  The more complex
the data is, the better the raster solution will be.

However, the vector approach will give you better quality (appearance)
output, since it will scale smoothly to whatever view scale you are
using.  And in most applications vector drawing is very fast.  I would
strongly recommend you start with the vector data and continue to use it
until you decide you're running into performance problems.  If that
happens, you can then analyze the situation and decide how best to
improve it.

I meant this:
Is the same map quicker to be processed and appear if transformed to
shape from DWG or if transformed into TIF, both with the best
optimizations needed as you detailed described?
