Yes, gdaltindex does work handle jpeg images as well, for example:
gdaltindex jpgindex.shp *.jpg
But you must have the corresponding worldfiles present, and they must by named either as .jgw or .wld.

Hey! Somebody who knows how to create a tile shapefile of jpg images. I
have tried gdaltindex, but it seems to only handle TIF ??
