scrolling over a point to view attributes

Jennifer, 

That is a big question.
Basically it involves an imagemap on the client end (excluding Flash clients 
& etc.) and can be addressed two ways on the backend with the mapserv CGI 
imagemap or mapscript.
The users on the list will probably need more info on where you intend to 
start to elaborate.
You can also see if you have any luck searching the list archives (one of 
these days I'm going to start copying & pasting every message to google 
groups so it's researchable).
