Jeff,

Turn off the layer in your .map file and just work on trying to get
the point to show up.

One thing I'd try would be removing the quotes from the lines where
you set your $longitude and $latitude values.  You're setting them as
string values and not numerical by putting quotes around the numbers,
and that might give mapscript some issues.
