Another option for the nifty panning thing:

Create a Flash interface that tracks and submits the parameters to mapserver.

With this you also get the benefit of not having to reload the entire
page for any map refresh, just the new map image / scalebar / legend
image.

Wish I could post the interface we've made, but for now its being used
for a private client.
