Any chance you have the PDF libraries linked into MapServer?  Some
versions have a copy of libtiff built-in that can conflict with the
GDAL version.
If you don't need PDF support just reconfigure and rebuild MapServer
without it.  If you do need it, look into upgrading to the latest version in
which this problem is reportedly fixed.

There was some discussion of this on the mailing list last fall when
I first encountered the problem.
