MapServer on Win2003 with IIS?

Christine -
A "Microsoft background" doesn't make any difference - MapServer is a
CGI program that runs under IIS and other Web servers. And it's a heck
of a lot easier to set up than ArcSDE!
Where exactly did you download your MapServer binary from? There are
several sources for Windows binary distribution, and not all of them are
the same. Did the distribution come with any instructions?
The abbreviated answer is that you've got a CGI program named
mapserv.exe and you need to install that program in a place where IIS
permits CGI executables to be run. You'll want to be able to point
to:
http://mydomain.com/mapserv.exe
and pass it some querystring parameters to cause it to produce some HTML
output.
That's really all there is to it - the "details" involve making sure
that all supporting DLLs are set up, permissions are correct, etc. If
you're trying to install and run a demo application that uses MapServer,
there will be more files involved and you may need to tweak a few things
to make sure any paths used in the application point to the right
things.

I have just set up an ArcSDE server with SQL. The engineers here are
now asking me to load MapServer and sent me the link to download it. I
have downloaded version 4.4.1 and I have not a clue what to do with it.
Frankly, I'm quite lost, maybe because I come from a Microsoft
background. Is there anyone out there that can send me documentation or
help me set up MapServer on a Windows 2003 Server with IIS?
