If I didn't note the change to the rectObj constructor in HISTORY.TXT,
that's my mistake.  Every other change should be in there, and I don't
recall any others that will break Python/Perl/etc scripts.  We take
that seriously.  I don't think that the PHP mapscript usage has changed
at all.
