WMS error after upgrade to 4.4

I am getting the same error message as before.
Is there something about the actual data that has to be OGC compliant?
Absolutely nothing changed between the upgrade so I'm a little stumped here!

In the GetMap request the LAYERS parameter is required (unless there is
an SLD parameter defined) in wms 1.1.1. So you should add that to all
your request. In your case, if you want all the layers to be returned
you could use the map name as the layers parameter :
http://www.chirpwhistler.info/scripts/mapserv.exe?map=chirp_wms.map&VERSION=
1.1.1&SERVICE=wms&REQUEST=GetMap&LAYERS=CHIRP_WMS
