Mapscript: PHP5 and Windows

This kind of errors usually end up being a dependant dll not found on
the system. Try loading php_mapscroipt_45.dll into a dependecy checking
program like dependecy walker (www.dependencywalker.com/ ) and see if it
can identify what is missing.
