Norman,

Steve would be the authority but I believe it is supposed to reproject
the data.  I see you are working with 4..4.0 beta1.  I am pretty sure
some fixes were applied to the WCS service in the area of reprojection
after beta1, so I would encourage you to upgrade to the latest
mapserver (4.4.1).
