International text characters in labels

I am too interested on how to show the international characters using
ENCODING parameter in map file. Does the font I am using to display the
labels has to be in Unicode character set?

Thanks for the info - does this mean I cannot set up the labels in a
styled layer descriptor, but must do it in the .map file instead?
