Kevin,
Generally speaking I would suggest pre-stretching 8bit imagery
externally with an imaging tool. But if you want, you can force it
within MapServer using the SCALE processing option. For instance
adding the following line to your raster layer.
PROCESSING "SCALE=AUTO"
