shape editor

[Craig Miller]

fGIS, qGIS, and Global Mapper (commercial, but cheap) all have varying
degrees of support for editing shape files.

I need to create my own shapes with my own mapes but I can't find an
appropiate programme. Does someone know an easy way to create them?

I'm using Windows XP with IIS.
