Simple question about scalebar.

Hi,
 
It's not clear what goes wrong. Include some code of your mapfile. What
are the map units and the scalebar units?

Dear all,
 
Whether or not I embeded scalebar in map, it showed wrong distance, e.g.
it should be 18.3 km but it showed 18300 km. Nontheless I use projection
or not. What I have to specially set to get right scalebar?
