.map within a .map

Olly,

You might want to talk to Tamas about the work he did
to allow another .map to be used as a raster layer.  There
is some description in:

  http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1445

This isn't incorporated into the mainline MapServer at this point
but it might be if we felt there was a strong enough desire for it.
