They can be seen mostly as separate tools (although you could use Mapserver WMS layers in OpenEV if you wanted too).  OpenEV can be used for displaying and analyzing data, which can help in the first stages of a Mapserver project. Or you could use it e.g. to write a pre-classified Geotiff version of your raster. Tyler Mitchell's O'Reilly book discusses both Mapserver and OpenEV.
