No it does not exist AFAIK, since this highly depends on the sort of application you are building with it, the number of visitors you expect etc. etc. etc.

We generally run on Pentium IV 2 Ghz or higher, memory 1 Gb minimum and fast hard disks. But Mapserver will also run on a simpler machine ofcourse.
