Khaled,

Generally when upgrading GDAL you will also need to rebuild mapserver
with the new include files due to overly-tight linkages between MapServer's
OGR module and GDAL/OGR.

I would encourage you to update to at least 1.3.1 or even 1.3.2b1 if you
are upgrading.
