Update to Coldfusion mapscript.cfc

Hi,

For those interested in the mapscript.cfc (version 1.9)

I have made some updates.

1. Removed dependency on utils.cfc
2. Made html legend generation more flexible.  Can now pass html into
function
3. Other minor bug fixes

Give it a go.  Sorry about the lack of doco at this stage.  Will work on
that shortly.
