MapServer 4.8.1 released (was: MapServer 4.8.0 released)

A bug was introduced between 4.8.0rc3 and the 4.8.0 release that broke
support for POST requests.
We've had to pull the 4.8.0 release and issue a new MapServer 4.8.1 with
this bug fixed:
