MapServer 4.8.1 released

Neil: Hopefully this will be resolved soon. The CVS server was down at the UMN late Friday/early Saturday. I don't have physical access to the machine so I don't know what's up. The folks at the UMN are aware of the problem and are working on it.

Pings are received and replyed to, but "can't establish connection" when
trying to download.
