SLD http header problem

Philip,
I have also tried the sld and could not find anything wrong with it (I
have used the ActiveFedProv named layer styling with local data and It
displayed properly). If It can be isolated and you could provide
map/data please file a bug and I will look at it. I have used 4.8 and
4.6.1 for testing.
